*** one of the downsides of a military not honed by periodic combat. command is not tested by battle, and "doctrine" becomes stupid. it's a dangerous combination.
there is no particular "virtue" solely in being senior. an old idiot is still an idiot.

as to the post at hand, peace time militaries are always a bit mediocre. something about not being shot at, or the prospect of not being shot at, that sort of takes the edge off of their preparation as soldiers. its just human nature, and runs true, no matter what country is involved. as a matter of fact, the chinese high command is a bit worried about the caliber of their soldiers, as they have not been in actual warfare for a very long time.
