I saw that executive order in an email recently. The reader asked what I thought of it. I thought it needed a lawyer to figure out.

On the other hand, it looked like a leftover from Katrina. They definitely needed to avoid another paralyzed governor like Blanco so they got enough governors together to do an override if the only thing the state exec can do is cry and wring her hands as a Category 4 is headed for her state.

It's so carefully bi-partisan, no one gets paid beyond per diem and when they do meet, guvs can send their flunkies if they want. Which means they only have to *really* convene for Katrina-like situations.

I don't trust Obama but I don't think this is over reach.

This time, anyway.
